What Thailand requires

  • DOA import permit. Under Thailand's Plant Quarantine Act, the fresh fruit of mango, dragon fruit, jackfruit and other fruits, and every part of the coconut and banana plants, are prohibited articles from any source, unless the DOA has completed a pest risk analysis and set import conditions. The importer applies for a permit to import a prohibited article for trade (form P.Q. 2-1) before the goods are shipped, and imports through a plant quarantine checkpoint.
  • Fruits with Thai import conditions for Vietnam: mango, longan and lychee (DOA conditions of 2016), coconut (DOA conditions of 2021) and white-flesh dragon fruit (Hylocereus undatus), which is on the DOA list of prohibited articles that have passed pest risk analysis. Red-flesh dragon fruit is not named separately on that list, so the importer checks that the permit covers it.
  • Mango: fruit comes from commercial orchards registered by Vietnam's plant protection authority and is packed in registered packhouses that take fruit only from registered orchards. Each carton shows, in English, the country of origin, the exporter, the name of the fruit, the packhouse number and the orchard number, with the words "EXPORT TO THAILAND". The fruit stem is at most 0.5 cm long. Thai inspectors sample each lot on arrival; a lot with live pests is treated, sent back or destroyed at the importer's cost.
  • Coconut: from Vietnam, Thailand allows mature dehusked coconut, fresh coconut meat and copra; young coconut is not on the list. The DOA issues the coconut import permit only to coconut processing factories, after inspecting the factory. Coconut is also under a tariff rate quota: the Department of Foreign Trade requires an import permit, and coconut imports have been limited to set months and to Bangkok port and Laem Chabang. We confirm the current import window with you before the first shipment.
  • Phytosanitary certificate for each lot, issued by Vietnam's Plant Protection Department, with the additional declaration that the Thai conditions require. The original travels with the goods.
  • Thai FDA: companies that import food for sale hold a Thai FDA food import licence. Pesticide residues must stay within Thai limits; where Thailand sets none, the Codex and then the ASEAN limit apply, and otherwise a default limit of 0.01 mg/kg. Since 1 August 2020, imported fresh fruit is checked for residues at the port of entry under a risk-based programme. For some fresh fruits, the importer also presents a copy of a production certificate such as GAP or GLOBALG.A.P. Residue test reports and certificates are available on request.
  • Certificate of Origin ATIGA Form D, which can be sent electronically through the ASEAN Single Window, so that the ASEAN preferential tariff can be claimed. Coconut imports under the ASEAN framework need extra approval in Thailand. Please confirm import duty and taxes with your customs broker.
  • Commercial invoice, packing list and bill of lading are sent in advance as scans.

Fruit not yet on our Thailand list

Vietnamese lychee and longan are also allowed into Thailand under DOA import conditions: ask us and we will check supply before the first shipment. Vietnamese durian is quoted on request, after we check the current Thai requirements. Banana, jackfruit, young coconut, guava, seedless lime, pomelo, passion fruit and rambutan from Vietnam are not on the Thai lists we checked, so we do not offer them for Thailand.
